  • Yellow Jackets move up the ranks | Master Chief Aircraft Maintenanceman Sukhvinder Bains of Electronic Attack Squadron 131 is promoted from senior chief petty officer as the Yellow Jackets of Electronic Attack Squadron (VAQ) 138 at NAS Whidbey Island promoted 24 on their own in the spring 2013 advancement cycle including 10 new petty officers and a new master chief. Advancement for Navy sailors is based on an exam, work performance and the needs of the Navy. The Yellow Jacket advancement rate for both E-4 and E-5 was well above the overall Navy performance average.
